The creation of NIDIR was part of a broad structural reform of Cambodia's foreign policy apparatus initiated in 2016. Following a leadership change at the MFAIC, the new Minister, His Excellency Deputy Prime Minister Prak Sokhonn, launched a series of structural reforms to respond to the unpredictable changes in the region and the world. As part of this reorganization, the Royal Government of Cambodia issued Sub-Decree No. 274 ANK on 26 December 2016, which officially established the National Institute of Diplomacy and International Relations within the Ministry. The institute's structure and mission were later further refined by Sub-Decree No. 105 ANK on 29 June 2017. After several years of development, NIDIR was officially inaugurated in 2018.
